The decisions it supports
The framework at a glance
Identify learning needs and prioritise development that supports real work.
The approach
The HR Delivery 7A Framework helps organisations anticipate future capability, verify current gaps, diagnose root causes, prioritise investment and measure workplace results. Build a learning portfolio around the work your strategy requires and the conditions people need to perform it.
Strategy-led. Evidence-based. Performance-first. Designed for practical implementation.
Explore the 7A Framework. Discuss your training needs analysis.
A list of requested courses tells you what people would like to attend. It offers limited evidence about the capabilities the organisation needs, the causes of a performance problem or the support required to apply learning.
The 7A Framework connects those decisions. It examines future work, defines observable proficiency, tests current capability and separates learning needs from barriers in processes, tools, expectations or workload. Leaders can then make a traceable investment decision and review whether the response improves performance.
Before commissioning training, check two things: does an important skill or knowledge gap affect the required work, and will people have the support to apply what they learn? The requirement may concern today’s performance or planned future work. Record mandatory learning separately so its purpose remains clear.
This approach supports enterprise learning plans, transformation, critical-role assurance, workforce transitions and targeted functional reviews. Its value lies in better choices about what to develop, what to change elsewhere and what to stop funding.
What you can take forward
Evidence that distinguishes learning needs from problems with tools, processes, expectations or capacity.
Development choices connected to important work, with resources, manager support and application opportunities.
Agreed evidence of changed practice and contribution, beyond course attendance or participant satisfaction.

Each stage produces a decision-ready output and a gate for moving forward. The cycle returns to earlier assumptions when strategy, evidence or operating conditions change.
Confirm the strategic outcomes, performance problem, sponsor and scope. Translate business priorities into critical capabilities and agree ownership, evidence standards and decision rights. The charter and strategy-capability map establish what the analysis must help leaders decide. Progress when the mandate, outcome, owner and evidence standard are approved.
Examine how technology, customers, regulation and operating choices may change work. Use credible scenarios to identify future tasks, roles and skill demand. The future-work and demand forecast makes assumptions and uncertainty visible. Demand must be connected to scenarios, work changes and signposts that would trigger a review.
Define required proficiency through observable standards, then examine current capability using proportionate evidence. Work samples, simulations, observation and operational information can complement employee and manager perspectives. The requirements and current-state profile should rest on direct, fair and calibrated evidence. Reviewers compare how they apply the proficiency standard and resolve inconsistent interpretations. Self-report alone is insufficient for consequential decisions.
Locate the gap, affected population and level of confidence. Test whether capability, clarity, resources, workflow or other conditions explain the problem. The gap heatmap and need statements distinguish training needs from wider performance-system needs. Leaders should understand the cause before selecting a response.
A useful need statement names the work to improve, the required standard, the affected group, the evidence of the gap and the likely cause. It also records confidence and the workplace support required. “Managers need training” is too broad; a specific decision or task can be observed, developed and reviewed.
Compare the value, risk, urgency and feasibility of competing priorities. Consider future criticality, the prevalence of a gap and the strength of the evidence. Record funding choices, sequencing and mandatory requirements in a decision log. The approved portfolio must be traceable, affordable and owned.
Select responses that address the diagnosed causes. Combine learning pathways, coached practice, job aids or technical instruction with process and workplace changes where needed. The solution and implementation blueprint includes capacity, manager support and opportunities to practise. The gate tests whether the response can transfer into work.
Review capability, workplace application and relevant business outcomes against the baseline. Use leading indicators to identify barriers early and explain the limits of attribution. The impact dashboard supports a benefits decision: scale, adapt, stop or refresh. Attendance and satisfaction can inform delivery quality; they cannot establish workplace impact alone.

Use all four where they materially affect the decision. A targeted review can be proportionate without losing the connection between organisational demand and individual development. Segmentation should reveal meaningful differences while protecting privacy and avoiding conclusions from weak or unrepresentative evidence.

A rapid diagnostic suits a focused, reversible performance question. A function review examines a broader workflow or service. An enterprise portfolio connects competing capability investments across the organisation. Transformation and critical-assurance routes need deeper attention to future work, risk and evidence. Continuous skills intelligence supports recurring decisions as demand changes.
HR Delivery starts by agreeing which route fits the scale, uncertainty and consequences of the decision. The assessment plan then specifies the population, capability standards, evidence sources, access requirements and interpretation process. Stakeholder interviews and operational evidence help establish context before wider data collection begins.
From insight to action
The work creates a connected set of decision tools:
The original practitioner toolkit contains 104 tools aligned to the seven stages. Tools support the decisions and evidence required at each stage; the engagement selects those proportionate to the problem rather than making every template compulsory.

The source implementation route uses twelve weeks to establish a credible first portfolio. Weeks 1–2 mobilise and align. Weeks 3–4 anticipate future work and define standards. Weeks 5–7 gather and calibrate evidence. Weeks 8–9 analyse gaps and causes. Week 10 agrees priorities, week 11 designs activation, and week 12 establishes assurance and launch arrangements.
This is a planning route, with scope and timing adapted to access, scale and risk. Evaluation is designed before delivery. Managers need time, resources and clear responsibilities for helping employees practise and apply new capability.

Six foundations support the full cycle: Governance and ownership; Capability architecture; Data quality and privacy; Equity and accessibility; Change and communication; Technology and analytics.
Business owners remain accountable for performance outcomes. Subject experts help define standards; managers enable transfer; learning specialists design and support the response. Evidence access, retention and reporting should reflect the sensitivity of individual capability information. Mandatory safety or regulatory needs require explicit handling rather than being lost in a general priority ranking.
A maturity review can identify whether practice is Reactive, Controlled, Integrated, Strategic or Adaptive. It is a directional organisational reflection grounded in evidence, not a validated psychometric assessment or a technology score.
Your questions, answered
It can incorporate employee and manager input, but the full method also examines strategy, future demand, observable proficiency, operational evidence and root causes. The output is an investment and action portfolio.
Record the finding and assign the appropriate response. A process correction, clearer expectations, better tools or changed working conditions may be necessary before learning can improve results.
Yes. A bounded pilot can test standards, evidence quality and transfer arrangements before expansion. Keep the strategic outcome and decision owner explicit from the start.
No. Evaluation distinguishes learning, workplace application and business results, with attribution limitations stated. Financial evaluation is used where the decision and available evidence justify it.
An illustrative application
Illustrative scenario.
A service team requests customer-care training because complaints have increased. Leaders need to know whether the issue is capability, the service process or both before commissioning a programme.
Align the analysis with the customer outcome and use the four lenses to examine complaint types, work samples, observed practice and employee accounts. Assess the required task standards. Analyse whether problems arise from unclear explanations, missing system information, approval delays or a combination; do not assume every complaint is a learning gap.
If evidence identifies a capability gap in explaining difficult decisions, fund focused practice with feedback. Assign system or approval problems to their operational owners. Activate both responses with time to practise, usable guidance and manager support. Record which changes are expected to affect which complaint types.
Assure the response through observed capability, workplace use and relevant service outcomes. Check what was implemented and whether case mix changed. Use the evidence to scale, adapt or stop the response, with any attribution limits stated.
